Russian Karelia and Murmansk

The Kola Peninsula holds the Northern Fleet’s ballistic-missile submarines, one of the main pillars of Russia’s nuclear deterrent. Since Finland joined NATO, this strategic bastion sits next to a 1,340 km Alliance border.

Moscow is responding slowly but deliberately. An army corps in Karelia, and a brigade expanded into a division at Pechenga were established. Shelters at naval air bases were hardened. New facilities are being constructed at Alakurtti, about 50 km from Finland.

Meanwhile the border has gone quiet in another sense. Finland has kept every crossing closed since migrants were sent north in 2023. Storskog is the last way into Norway. GPS jamming from Kola affects aviation in Finnmark almost every day.

Ura Bay has become a hub for moving sanctioned LNG between ships. The region also carries a heavy nuclear legacy: half the spent fuel at Andreyeva Bay is still there. Developments here are as much about the strategic balance between Russia and the United States as about European security.

We have created a series of maps of Belarus and Russia’s northwestern regions. We call them Pressure Points as they represent a showcase of military installations, energy facilities, economic powerhouses and environmental vulnerabilities along northeastern frontiers of EU & NATO countries. All used data come from open sources.
